Developing the EMPOWER Media Literacy Competence Framework
OECON, together with the EMPOWER partnership, is currently working on the development of the EMPOWER Media Literacy Competence Framework, an important step towards strengthening citizens’ capacity to navigate today’s complex digital and media environment.
Drawing on national research, stakeholder consultation, comparative analysis, and the review of relevant European and international frameworks, the Competence Framework translates identified needs and emerging challenges into a structured model for media literacy competence development.
The Framework brings together seven interconnected competence domains:
- Critical Information Literacy
- Visual & Multimodal Literacy
- Digital Safety & Security
- AI Literacy
- Platform & Algorithm Literacy
- Responsible Digital Participation
- Media Resilience
For each domain, the Framework defines relevant knowledge, skills, attitudes, observable indicators and proficiency levels, creating a practical foundation for educational activities, assessment and personalised learning.
The Framework will also provide the pedagogical basis for the EMPOWER Digital Evaluation & Self-Assessment Tool, helping users identify their strengths, recognise areas for further development and access learning opportunities tailored to their needs.
Through this work, EMPOWER aims to contribute to more critical, safe, responsible and resilient participation in contemporary media and digital environments.
